Scant is the (nominal) capital of the nation of Onnwal, currently occupied by the forces of the Scarlet Brotherhood and their minions, the Crescent League.
History
The thieves' guild in Scant is known as the Wreckers. The Wreckers were controlled by the Spurned Circle, a group of worshipers of the god Kurell, until they were overthrown by Rakehell Chert, who took over as guildmaster.
Before the occupation, Scant was the home of the archmage Bigby, though he has since moved to Mitrik.
Since the wars, the Free Onnwal Army of Rebellion, under the command of Rakehell Chert, has won quite a few victories over the Scarlet Brotherhood, and much of Onnwal is now free, saving Scant itself.
The Splintered Mind was based in Irongate before they moved most of their members to Scant. The rest of the order's members live in a secret monastery near the city of Scant in the occupied land of Onnwal. New recruits are trained there in history, psionics, martial arts, burglary, and espionage. The monastery is also the headquarters of the three eldest members of the order, Jeddec Al-Beth, Bri-An Liw, and Shu Besch. Together, they are referred to as the Splintered Mind Council. They, and only they, know the names and locations of every other member of the order.

Before the Scarlet Brotherhood's invasion, Scant contained a temple of Wee Jas (Dragon #241, page 80), which held Slerotin's Manifesto for a time. Because Wee Jas is one of the chief deities of the Scarlet Brotherhood, the temple is doubtless still considered lawful there, not driven underground like many local faiths.

Besides the forces of the Scarlet Brotherhood, the only major headquarters of the Crescent League is now the city of Scant. Approximately 3,000 League members dwell here, helping to intimidate the local population. They are commanded by Colonel Quinn.
